No voodoo and nothing the ACA did. The Format program only sends the command "please initialize yourself" to the file system. The file system takes the command and does whatever is necessary. The Format program supplies some flags like "FFS" and "INTL" with the command according to the checkboxes you select in the GUI (or the command line). But it is up to the file system what to do with these flags. As I wrote above, flags like "FFS" and the like have no meaning for FAT, so it just ignores them.
