What is this on the chip leg?

I noticed this white substance on one of the chips leg on the A1200 motherboard? Does anyone know what this is? Something I should worry about? I had used surgical spirit to clean these legs in the past, not sure this is the result of that.

The pins look oxidized (corroded slightly) to me. I see some fibers, too, but I am assuming those are dust or fibers from cleaning it. You can try brushing off the corrosion with a swab covered in 90% or higher rubbing alcohol. Wait a few hours for it to dry before use.

Would contact cleaner be good? All I have found here is surgical spirit which is what I have been using and to be honest feels like making it worse.
