AmigaOS and FastRAM

In an un-expanded Amiga ChipRAM is used between the CPU and the dedicated chipset. However the moment FastRAM is added the CPU starts making use of this instead of ChipRAM leaving the latter just for the use of the dedicated chipset.

However am I correct that this function is done by the Operating System? i.e. - the OS detects the FastRAM and starts putting instructions to be executed by the CPU on the address space of the FastRAM so the CPU will fetch these instructions quicker?

Yes, the operating system detects and manages all memory. A program can ask for a piece of memory of a certain kind or just any. If it says just any, then FastRAM is preferred.
