You're right, this happens if you have a preset standard UTF-8.
Unfortunately, HOL is still in unforgiving ISO-8859-1, so you have to switch encoding.
Unfortunately also, for Turkish names in correct spelling you will have to switch to Turkish encoding; same with Polish

HOL Unicode - NOW!!

When I view the page I see this:

Looks Japanese to me, maybe it has something to do with the Japanese language pack I have installed
