Is it normal that there is no flickering in interlace mode on Commodore 1084S monitor connected to PC? :/

Scrolling sometimes is not the best (no tearing but hiccups). Can I change it by increasing or decreasing refresh time?

Scrolling? has no problem on 1084S,i think is the best at all monitor for Amiga!
Now,for the PAL,s super high resolutions yes has a flickering..
