Has this A500 RAM expansion been butchered?

I think the legs broke off and they attempted repair work by re-soldering. I don't think it'll do much good, but you could try it if you have the time. I don't know how easy it is to track down the memory chips provided the PCB still works. Might be easier to get a working board.

IMO easier is replace parts with working one.
