Negative sound buffer value (sound buffer underflow) won't cause slowdowns, only bad sound. Something is causing too high CPU usage..
Sorry, I have no idea, it must be something specific to your system or this forum would have more similar reports. Try updating all drivers (sound and display). Note that "Old version worked" does not mean it can't be PC/driver/Windows problem, check any PC game related forum
