C64 assembler (NO-CROSS ASM !)

My question is about pure tech programming of non-Amiga system:

How devs did develop at 198x with C-64 ? What tools did them used ?

Looking here and there, I found that Turbo Assembler by Omicron was one of the most used assembler software, however it doesn't provide any instruction such "incbin".

Any hints ?

CSDB is a better place to ask I think. At Ocean they used an in house assesmbler under C64 and then used their own tools on Atari ST IIRC.
