Are there any learnable software for creating games that doesn't require lots of programming knowledge?

I think he means stuff like Shoot Em Up Construction Kit or GRAC (a Licenseware click n point game creator). There will be many more but I can't think of any right now, i'm sure someone else will be able to list some more for you.
