Using DATs to rename/organise/merge TOSEC releases?

Can somebody help me out and point me in right direction of a guide on how to use teh dat files etc to organise and rename all the files form the initial TOSEC and all the updates?

I have all the data from file server and am hoping to reorganise and update everything correctly into one parent folder.

I've downloaded clrmamepro and others but feeling bit lost on this one and not sure where to start.
