No, I was thinking component of course. But it's nice to have options. He makes one that only does RGB to YPbPr as well.

I didn't know that the scan rate doesn't matter when using component? Why is that?

YPbPr is just a colour encoding, like RGB but different. It will only matter if the TV refuses to display 50Hz via the component connector or if that encoder circuit somehow wants 60Hz.
