Are the Commercial Amiga Games released on TOSEC been made public for download by permissions of the authors or are these illegal postings? |

They are illegal (most of them). Most of them never were made public.

Pity that what you downloaded is way out of date
The latest version is Commodore Amiga - Games - Public Domain - [ADF] (TOSEC-v2006-10-19_CM) which contains 3488 files and is 1.28GB in size. I posted the DVD off to Magno Boots today.
