Scaling (H & V size) disabled on fallback to DirectDraw from D3D9

I noticed a small GUI issue when WinUAE has to fall back to DirectDraw from D3D9, e.g. if the DirectX redistributable has not been installed. The Horiz. size and Vert. size drop-down boxes in filter settings are incorrectly disabled.

Archive with two configs:
The only difference between the configs is the graphics API, DirectDraw or D3D9. Display set to windowed 1536×1152, in filter settings "No scaling", Horiz. size 2×, Vert. size 2×.

In a VM which doesn't have the DirectX redistributable installed, load the DirectDraw-using config. Start emulation. See 2×-scaled emulation window.

Quit WinUAE. Run it again and load the D3D-using config. Start emulation. WinUAE falls back to DirectDraw mode. However instead of working like the DirectDraw config, the Amiga display appears unscaled in the upper-left quarter of the emulation window. In filter settings, the Horiz. size and Vert. size drop-down boxes are disabled. You can cause them to be enabled again by changing "No scaling" to Default then back again. On continuing emulation the Amiga display then fills the window as it should.

This probably has been like this since D3D9 support was added.. (changed now)
