It's still a framebuffer, it just has 68080 driver support now instead of falling back to the P96 internal routines optimized for a 68020, not to mention the improved memory controller in Gold 2.7.
The statement that the Vampire is better than an old graphics card is based on the new driver support and bandwidth. (Soon to come in Gold 2.7.)
