Ian, matey, its the late Bob Ross, who had a painting show on public teklly here in America. He is famous for his easy going, soft-spoken voice, calming show and maddening use of "happy little clouds" and "happy little waterfalls".
But invariably known as a very gentle, decent man. he is missed.

4 or 5 years ago, I was trying to be accepted to the academy of fine arts and studied for a few months in a course to improve my skills

This guy's show was on the second channel of the government's tv. A boring channel, however the program became quite popular. Bored housewives started joining the course, thinking that oil painting was as easy as that guy had shown. .

My aunt is a painter, together, we still watch this guy's show on TRT channel 2. The show is dubbed in Turkish but the translation is loyal to the original
