More MIPS with my second 1230-IV CARD!?

Yes. I have 2 Blizzard 1230-IV Boards..
one reads 8.75Mips, the other 9.67Mips. (using sysinfo)
WITH THE SAME RAM!!

so i wonder.... Why? ;-)

There is a jumper which sets wether you have 60ns or 70ns memory (70ns is needed when used with the SCSI-kit), which makes about 1MIPS difference.´

Sysinfo usually reports different values depending on the tide, the sun and the moon when used on a 030 though.
