Using CBM Monitor for Amiga emulation

I've found a few threads regarding the subject, but I'm still a bit unclear whether a simple VGA -> RGB (9-pin circular plug) connector would actually allow me to output video from my PC to my CBM 1984 monitor. Am I right in supposing this? (Keeping in mind that I'd pipe the video at 15Hz to the monitor, of course).
