Not quite...
Both After Burners are called After Burner on the box and the main title screen but both games are After Burner II as they both have the II logo before the game starts if you wait long enough.
Most (maybe all) home conversions are After Burner II.
Same goes with the Arcades, After Burner II only came out months after the first one and I think you'd be hard pressed to find one that isn't actually After Burner II
