Hmmmm, that is strange. It does indeed sound like you measured it correctly.... That being the case, you shouldn't have the problems you're having. Perhaps I've been confusing (or confused) about the ports. What do you get if you measure between pin 1 and pin 2 of the resistor pack? This corresponds to the up direction of the other port.
The power was definitely off when you measured it, yeah?
