Yes, what do you have there expensive instead memory (hard to find). Everything else is cheap. I didn't look at the schematics long time ago but as I recall Altera Max is used, JTAG header, SRAM memory and few resistors, capacitors and PLCC-68 socket surface mounted version. So you can calculate for yourself that is cheap. Even JTAG header is not necessary here after Max is programmed.
