Anyone know what these patched do exactly though and do I really need them over the base install?

They seem to contain:

Icons to start the game with / without SetPatch.
Adjusted "create_rad.bin" picture.
4 mission files (assume in order to fix something but have exact same sizes as the files on the CD)?
