Even PJ64 1.6 would play some of those. (I'm sure I played Paper Mario and Crus'n USA on 1.6) I remember playing Hydro Thunder with audio, but I can't remember what emu/version some time ago.
It's been long time since PJ64 folks released an update. I wouldn't call that committed to project.

As for N64, it is console worth having. You don't have many games to choose from like for PSX, but all of the games are playable and higher quality.
