In Acrobat Reader you can tick both:
View -> Page Display -> Two-Up
and
View -> Page Display -> Show Cover Page During Two-Up
In Foxit Reader it seems to be similar. Select the following:
View -> Page Display -> Facing
View -> Page Display -> Show Cover Page During Facing
