Thermal paste is not a good heat conductor, although it is a lot better than air.
One should always use as little as possible between a chip and heatsink, but enough so that it covers the entire contact area. If there is a small gap between the heatsink and the chip, you will have very poor cooling performance, even if it is filled with thermal paste.
