The AES was July 1991 outside of rental. But anyway i doubt very much they could have got anywhere near those 2D specs for a lesser cost, heck i never remember the Neo Geo getting a price cut!
But 2D specs wise, even the PS1 and Saturn cant handle the Neo-Geo ports it received without slowdown, and they were released in 1994!
