Try WASAPI sound mode (which does not have the SND% due to way it works). DirectSound hasn't been optimal choice for a long time.

Also it is rarely (if ever today) host CPU speed related but something else slowing down emulation, like forced vsync, too aggressive power saving (either CPU or GPU) etc.
