Should always be the $E0 bank that appears at $00 when using 1/2MB roms and *OVR is active.
(A19 active for 1MB, A19 and A20 active for 2MB).

0 0 0 0 0 $0 ROM appears at $00 when *OVR low
1 0 1 0 1 $A8 System ROM selected (2MB area)

1 1 1 1 1 $F8 System ROM(2nd half if 1MB ROM)
