He's probably got a CD drive or another ATAPI device on the IDE bus. The standard IDE driver ignores ATAPI devices and the uninitialized device sets the HDD LED on. Once the ATAPI-capable driver is active, it correctly initializes all devices and the HDD LED goes off.
