If it has it's own SIM, like mobile phones, then it will calculate your location based on the 2 (or 3) nearby cell towers that are picking up your SIM. The 'exact location locating thingy' is about giving apps permission to share the information.
If you use WiFi, then it must get it from somewhere in the WiFi setup.
