In ye olde days of CRT goodness, timing was always of the essense, if the vertical wasn't right, cue any 80's video clip of rolling monitor. From practical experience, many older TV would suffer vertical problems, instability, the Princess sets were notorious, Teac / Masuda / Akai also come to mind. The problem relates to capacitors, but not necessarily electrolytics, it will probably have to be a hair dryer and freezer spray to work out which one is the culprit.
