The unpacker is a reverse engineered C code (dynamite). the compressor is not publicly available.
The idea (at least on PC) maybe would be to "repack" PC file in "store" mode (no compression).

I tried uncompressed files without any success too.
I can't even get my hands on a version of the PKWARE SDK (which can implode/explode DCL).
However, there's a source code available there to the DCL implode:
http://shadowflare.samods.org/download/pkcomp.zip.
I don't know if it gives the same DCL file though.
