No, not true... you say "much more resources to start"; such as?
I use a standard A1200 Quickstart (2MB Chip & 4MB Fast RAM).
...like I mentioned above; many moons ago I had the exact issue you face
However, found out through trying numerous things that if you start the game via Shell / CLI then all is fine... so what I then did was create a script, point the icon to this and all is good.
...but these day I don't bother loading WB, hence why I created a bare-bones / self booting .HDF.
