Taylan Can asks about the other way around, adf to rp9. Changing the rp9 extension to ZIP does not help in that case.

Have you installed any other "ADF" related application after installing AF, or maybe just refused to add .ADF to the Associated File Types while installing AF? Open AF and select "Tools" -> "Options", Scroll down the General Tab and make sure at "Global Settings" "Associated File Types" the Checkbox at ".adf Amiga Floppy Disk Image" is checked.
With that setting, just double clicking any .adf file opens a "convert to RP9" window where I can set the Amiga system and other emulation detail (Model, Kickstart version, etc. to whatever system the adf is meant to boot with) and clicking OK will start the emulation. At least here on my Windows 10 PC.
