On the fly, as I've always understood it, is power is still On..as in machine is running and you make changes...which might enable once you reset without a power off.

Hard reset (GUI Reset button or ctrl+win+win+alt) technically should apply current expansion changes but it isn't doing it yet. It will happen someday..
On the fly without reset can get too risky..
