You have used the wrong filesystem, if you followed guide, you only have SFS in the RDB, not FFS /07 which is not compatible with default 3.1 kickstart. Try adding FFS from OS4.1 boot cd to the rdb and see if it works with FFS then.

SFS/02 is the best to use as it supports long file names and is the fastest option.
