I doubt that this is even possible,except the keep the source material ,in a huge archive forever, after they have converted it to 30fps YT standard.

Hmmm it's big bad google who's behind YT,so maybe they do......

EDIT: can someone with fast internet connection and a 4k screen confirm that even 4k videos have only 30fps on yt?
