Yes, that is correct, the closer you get to the centre of the disk, the higher the pre-compensation required.
Usually, it is limited to preset values only that are exact multiples of the clock speed of the controller though and the correct value should be software selected when reaching a specific track.
Due to this limitation, some tracks may get more or less pre-compensation that what is actually ideal - but the result of course is still a lot better than writing without pre-comping.
