YouTube maxes out at 30fps, anything more than that and it will convert it back down (usually badly). I don't know of any web service that offer more than 30 fps

TV is 50 images per second (or 60 in USA/Japan/some others). Films are shot at 24 fps but they are very careful to shoot them in such a way that the judder is not too visible.
