Have you checked the power rails? When the video is more / less it will influence the power rails and chances are that your 'technician' has cocked up a part or done something similar, he could have placed a capacitor on the wrong place.
Just get it looked at by someone who knows what they're doing, I can't remote diagnose it without having it on my bench.
