Not sure where you got that from ?
Unformatted disks are (roughly) "1Mb" but assigning a definitive term to the size of an unformatted floppy does not really make sense - it is more to define the type of disk that the actual physical storage capacity - because it really depends how you use it that depends on how much data you can get on it
.
With the "DiskSpace" filesystem alone (used on some AUI cover disks), you can squeeze 984Kb on a disk... And that is without any "special" tricks.
