Formatting HD media in a DD drive (or HD drive with HD hole covered) will make the drive use the wrong current and result insufficient (=wrong) magetic field (coercivity, Oe) for writing.

You can actually write DD track information to a HD platter in a HD drive, that will read back ok, because the drive will use the correct writing current.
