Jeweller's screwdrivers or other small tools, and be careful.
Once you've got the chip to move a bit, try to work the biggest flat-bladed screwdriver you can get underneath the chip (I use a normal screwdriver for this once the chip is lifting), put something else (another screwdriver, for example) across at right-angles beneath the first one, and lever the chip up trying to keep everything as level/even as you can. Alternate from end to end, the chip should lift almost vertically from the socket. It's worked for me many times in the past. The little blades are also good for prising PLCC chips up out of their sockets.
