The Snes slowdown i recall was normally a case of not properly understanding the machine as was with Irem at the time- R-type and Gradius are good early examples while a game like Super Aleste or Contra3 more than proved Snes capable at frenetic action in a shooter type

It was something of a struggle for some companies at first working on Snes- Magic Sword from Capcom being another good example as is the Thunderforce conversion.Could there have been an even more impressive pretty Thunderforce in the form of an exclusive Snes version- i rather think there could have been, though Gunstar might be pushing it
