The solution we had for the ntsc games here in the UK was the same..you had to run them by scart.
Doog mate; have you never come across PAL4U? It was a program that could scan a PS1 game, identify the screen refresh codes and recode the game from NTSC to PAL colour without using a scart lead. It may still be around somewhere.
I found it worked in 99% of all cases and was spot on.
