It is down to the motherboard revision. Rev 3 and Rev 5 turn the power led off, Rev 6 and above dim the power led.

There are Rev 6s with both red and green LED from the factory. Someone could have swapped a green led keyboard into a Rev 5.

Don't read too much into the power led colours.
