Soley down to the style of game the programmer was aiming for.

SWIV has lots going onscreen, but the programmer took little care when it all got too hectic and started slowing down, whereas the programmer of Battle Squadron took care to have the game running with as much onscreen as possible without the slow down.

The constant loading for SWIV is actually a drawback with regards to extra DMA being used by the drive controller.
