Indeed it does, remember these were originally intended for MAME cabinets hence the keyboard encoder. Spiff's point was that power is supplied on both PS/2 and USB connections which could possibly cause some of the pins on the newly wired DB9 to become live, only having one connection plugged in at a time is a sensible precaution.

@Paul_s: All the parts that make up the X-Arcade are available separately for anyone that wants to build a custom/retro controller (which works out at half the price of the assembled unit BTW) so if you think about it there is very little impetus for them to manufacture an additional adapter.
