Plus 60hz in a high constrast environment gives barely noticeable flicker in my experience. Running Windows at 60hz on an old CRT on the other hand is a bit more of a test for the eyes.
I notice a tearing effect only without vsnyc in PC games or emulators, but this is another story. I meant a blurred image in motion ( i. e. 2D sidescrolling games) if you select the double refresh rate (PAL/NTSC 100/120Hz) for a CRT monitor, that normal.
