You may also want to check in you WBStartup if you don't have some other commodities that block deficons to load. For example TweakWB, if you installed it from the BoingBag's contributions. This one have a tooltype to disable deficons, strangely even if it's disabled it will block deficons (at least on my system).

You could remove everything from WBStartup except deficons and try to reboot, if it works then there is some conflict with other commodities.
