The Spartan-3 starter kit is around $100. Most users don't need to have development capabilities, which will reduce cost.
50% margin is what the companies such as QVC will be looking for. For it to go onsale at ~$55 it has to cost ~$25 to make including packaging etc.

I imagine Dennis is just doing it as a hobby and doesn't have any current plans to market it.
